There's actually something to this.
Back then animation was very expensive, so re-using scenes from other movies then reskinning them, was a cheap and efficient way to make the movie.

In the comic book world it's called swiping. When another artist copies the others work. Usually smaller artists do it with bigger artists work. I learned this from Cracked specifically 6 comic book easter eggs that stuck it to the man

All of these are two different panels(and from cracked.com)










P.S: The jungle book was supposed to be when there was tribes and Winnie the pooh was present. It could be the same two panels because he wanted that past and present look.
